Rule finder: which section answers your question

Start from the question you actually have, not from the law. Each row below pairs an everyday betting question with a one-sentence answer and the section, regulation or tax paragraph it comes from, so you can open the text and check it. The questions are grouped by chapter, in the colour of that chapter's tab. Type a word into the box to narrow the table, or read it straight down: every row is on the page either way.

How to read a row

The first column is the question in plain words. The second gives the answer as the provision states it, shortened to one sentence and with nothing added. The third column is the locator: the section of the Gambling Control Act, 2025, the regulation in one of the Legal Notices of 2026, or the paragraph of the Income Tax Act or the Excise Duty Act, with the name of the document underneath. Where a row says the text leaves a point open, that is because the provision read does not settle it, and this finder does not guess.

What the finder does not do

It does not tell you whether to bet, which operator to use or whether a particular site holds a licence today. It summarises; it does not replace the gazetted text, and where the two differ the text wins. A tax row states the rate and the base; it does not work out what you owe. Fines quoted are the maximums or minimums the provision sets, not what a court has imposed in any case.

The documents behind the locators

  • The Gambling Control Act, 2025 (No. 14 of 2025), Kenya Gazette Supplement No. 141 of 12 August 2025, as hosted on gra.go.ke.
  • Legal Notices 111 to 115 of 2026: the Licensing, Conduct of Gambling Operations, Foreign-Based Operators, Advertising and Gambling Appeals Tribunal Regulations, made on 29 June 2026 and gazetted on 30 June 2026.
  • The Income Tax Act (Cap. 470) and the Excise Duty Act (Cap. 472) as they read on 1 July 2026, with the amendments made by the Finance Act, 2026.

Every locator was read on 28 October 2026. If a row is out of date or a locator points at the wrong provision, the corrections page explains how to tell us. Each chapter is explained at length in the guides, and if betting has stopped feeling like a small thing, the help and limits page has the toll-free line and the self-exclusion steps.
