M-Pesa deposit to a betting account: how Paybill and the STK push work

You pay the operator's Paybill from the M-PESA app, *334# or the SIM toolkit, entering the business number, the account reference the operator gives you, the amount and your PIN. With an STK push the site sends the request and you only type your PIN. Safaricom caps each payment at KES 250,000.

Money reaches a betting account from M-PESA by one of two routes. Either you pay the operator's Paybill number yourself, or the betting site sends a payment request to your phone and you approve it with your PIN. Both end as a Lipa na M-PESA payment to a business, matched to your betting account by a reference.

The steps, charges and limits below come from Safaricom's own pages. What the operator must do with the money comes from the Gambling Control Act, 2025 and its 2026 Regulations. Before the first deposit, check that the site holds a licence, using the test in whether online betting is legal in Kenya.

Which route will your deposit take?

Safaricom describes Paybill as a payment collection service that lets businesses collect money from customers through M-PESA. You start the payment, name the business by its Business Number and add an Account Number so the business knows whose money arrived.

The second route is the STK push. On Safaricom's help page for paying an online retailer by M-PESA, the shopper keys in a phone number and then receives a prompt on the phone to type the M-PESA PIN. Safaricom calls this an STK push (SIM Application Toolkit Push), and on that page the standard Lipa na M-PESA Paybill charges apply.

The practical difference is who types the business number. With Paybill it is you; with the push it is the operator's system, and your part is the PIN.

The operator cannot take a deposit from just anyone. Regulation 82(1)-(2) of the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 requires identity, location and age checks, using verifiable data, before an account is activated and before any wagering deposit is received.

How to pay a betting Paybill, step by step

Safaricom lists three channels for paying into a Paybill. Pick one to reach the payment screen:

  1. M-PESA app: open the app, choose Pay, then Paybill.
  2. USSD: dial *334# from your Safaricom M-PESA line and choose the Lipa na M-PESA Pay Bill option.
  3. SIM toolkit: open the Safaricom menu, choose M-PESA, then Lipa na M-PESA, then Paybill.

The fields are the same on every channel. Fill them in this order:

  1. Business Number: the operator's Paybill number.
  2. Account Number: the reference shown on the operator's deposit page.
  3. Amount: the shillings you want to move.
  4. M-PESA PIN: Safaricom uses it to authenticate the payment.

Read the business number and the reference again before the PIN. A wrong reference can leave your money with the right operator but unmatched to your betting account. Sorting that out means writing to the operator with your M-PESA message.

What happens during an STK push deposit

On a site that uses the push, you type the amount and your M-PESA number on its deposit page. A prompt then appears on your phone, and the payment completes only when you enter your PIN.

Look at the amount on the prompt before you type anything. If a prompt arrives that you did not request, do not enter your PIN. Safaricom ends its Paybill instructions with the line "PIN YAKO. SIRI YAKO", meaning your PIN is your secret.

What does an M-PESA betting deposit cost?

Putting cash into your own M-PESA account at an agent costs nothing: Safaricom lists all deposits as free. Any charge arises when the money moves on to the Paybill.

Safaricom's Paybill standard tariff gives each business three choices. On the Business Bouquet tariff the customer bears the whole charge, on the Customer Bouquet tariff the business bears it, and the Mgao tariff splits it between the two. The operator makes that choice, not you.

Customer share of the M-PESA Paybill charge, selected bands (KES)
Payment bandBusiness BouquetMgaoCustomer Bouquet
1 to 100000
101 to 500550
501 to 1,00010100
1,001 to 1,50015100
2,501 to 3,50025160

20,001 to 25,00067200
45,001 to 250,000108240

Illustrative example: you send KES 1,200 to a Paybill on the Business Bouquet tariff. The 1,001 to 1,500 band carries KES 15, so KES 1,215 leaves your M-PESA. The same payment costs you KES 10 extra under Mgao and nothing extra under Customer Bouquet.

The law makes the operator show its own fees. Section 72(6)(b) of the Act requires a licensee to make available the particulars of any processing fee a player may incur, and section 75(c) lets it use money in your account "to pay bank charges for deposits received and funds withdrawn". Look for both in the terms before you pay.

Tax on betting deposits is a separate matter. The guide to excise duty on betting covers the rate and how it reaches your balance.

A deposit above KES 250,000 has to be split into more than one payment. The KES 500,000 daily figure is a limit on your whole M-PESA account, so other payments made that day count towards it.

No maximum deposit is set in the Act or the Regulations as gazetted. Regulation 84 instead requires every licensee to let you set daily, weekly and monthly deposit limits yourself, as the guide to deposit and time limits explains.

How do you confirm the Paybill belongs to the licensee?

The regulator's published list of licensed companies has columns for the operator's name, trading name, licence numbers, status and domains. It has no Paybill column, so the list alone cannot confirm a number.

The Regulations close part of that gap. Regulation 3(3)(b) of the 2026 Conduct Regulations requires a licensee to declare all its pay bills and other payment mechanisms to the Authority before it starts trading. Regulation 4(2)(e) requires the terms and conditions it submits for approval to list its paybill numbers, shortcodes and USSD numbers.

Those rules give you four checks:

  1. Find the site's domain on the regulator's list and note the operator name and trading name beside it.
  2. Confirm that the site displays its licence, which section 36(3) of the Act requires of every online licensee.
  3. Find the Paybill number in the operator's terms and conditions and compare it with the number on the deposit page.
  4. When M-PESA shows the recipient's name before you confirm, check it against the operator or trading name. Safaricom runs a service called Hakikisha so that customers can confirm a recipient's name before completing a transaction.

If anything does not match, stop and ask the operator's customer care centre, which section 68(8) requires it to keep in Kenya. The rule finder points to the section behind each of these checks.

Receipts, and what to do when money goes astray

Keep the M-PESA confirmation message for every deposit. Its transaction code is the reference to quote in any query.

Section 73(2) of the Act requires a licensee to credit to your player account all funds it receives from you or on your behalf. If the message shows the payment but your betting balance does not, write to the operator with the code. Regulation 9(2)(e) of the 2026 Conduct Regulations requires matters still unresolved after 72 hours, or escalated by you in writing, to go to the Authority.

A payment to the wrong Paybill is harder to undo. Safaricom's do-it-yourself reversal, started by forwarding the confirmation message to 456, covers Safaricom-to-Safaricom person-to-person transfers and airtime bought for yourself, within 24 hours. A Paybill payment is not on that list, so call Safaricom customer care on 100 (prepay) or 200 (post-pay) and contact the business you paid.

What this guide does not cover

Taking money out runs on a different Safaricom service with its own charges, set out in M-Pesa betting withdrawals: limits and charges. If your line is on Airtel, the Airtel Money betting guide covers that network.

Questions and answers

How do I deposit to a betting account with M-Pesa?

Open the M-PESA app, dial *334# or use the SIM toolkit and choose Paybill. Enter the operator's Business Number, the account reference from its deposit page, the amount and your M-PESA PIN. Some sites instead send an STK push to your phone, and you approve it by typing your PIN. Check the business number and name before the PIN step.

Do I pay a charge when I deposit to a betting site through M-Pesa?

It depends on the tariff the operator chose. Safaricom's Paybill standard tariff lets the business bear the whole charge, split it, or pass it to the customer, up to KES 108 a payment. Section 72(6)(b) of the Gambling Control Act, 2025 requires the licensee to make the particulars of any processing fee available, so check its terms first.

What is the most I can deposit with M-Pesa in one go?

Safaricom caps a single M-PESA transaction at KES 250,000 and the total of your transactions in a day at KES 500,000, with the same figure as the highest balance an account may hold. The Act and the 2026 Regulations as gazetted set no maximum deposit, but regulation 84 lets you set your own daily, weekly and monthly limits.

How can I check that a betting Paybill number is genuine?

The regulator's list of licensed companies shows names, trading names, licence numbers and domains but no Paybill numbers. Regulation 4(2)(e) of the 2026 Conduct Regulations requires an operator's approved terms to list its paybill numbers, so compare the number there with the deposit page, and check the name M-PESA shows before you confirm.

Can I reverse an M-Pesa payment sent to the wrong betting Paybill?

Not through 456. Safaricom's self-reversal by forwarding the message to 456 covers Safaricom-to-Safaricom person-to-person transfers and airtime bought for yourself, within 24 hours. For a Paybill payment, call Safaricom customer care on 100 or 200 and contact the business that received the money, quoting the transaction code from your confirmation message.
